In 2022, New Hampshire created InvestNH through its $100 million allocation of the American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF). The goal of the funding is to accelerate the approval and construction of affordable workforce housing throughout New Hampshire.
Funds are directed toward multifamily rental housing that is affordable to individuals and families at or below 80 percent of area median income (AMI), with distinct program elements that benefit developers of eligible projects and municipalities approving and planning for them.
The program was authorized through the Joint Legislative Fiscal Committee and the Governor and Executive Council in May 2022 through FIS 22-150. BEA oversees InvestNH, in collaboration with the New Hampshire Housing Finance Authority. Awards and subawards through InvestNH are presented to, and authorized by, the Governor and Executive Council.
